The UI gives you absolutely no indication that this feature exists, and I have no idea how long this feature has been there. If you don't like the organization of your fleet, as Harvey says you can put the cursor over the name of a ship on the fleet management screen and press the middle mouse button to delete it. There are several types of frigate, and each individual ship varies in quality. Try to have at least two more stars than the mission difficulty, to avoid damage, which gets easier as your frigates get more experience and buff up.
